Abstract

Introduction: Economic‑Industrial Complex of Health (CEIS) is an articulated set of industrial production and service segments. Despite the important production base of CEIS installed in Brazil, there are still high dependence on internationally manufactured products, which carries the trade deficit and the vulnerability of the supply of the “Sistema Único de Saúde”. Public policies to encourage the development of this complex have relevance to ensuring access to medicines and health products to the population.
Objective: to identify the main federal public policies for the development of CEIS established in Brazil at 2003 until January 2016.
Methodology: literature search using keyword: “Complexo Industrial da Saúde” in the “Biblioteca Virtual em Saúde” and Google Scholar, and documentary research on the homepages of the Ministry of Health; Ministry of Development, Industry and Foreign Trade; Ministry of Science, Technology and Innovation; National Bank for Economic and Social Development; Brazilian Agency for Industrial Development; and FINEP Innovation and Research; followed by descriptive method.
Results: industrial policies – “Política Industrial, Tecnológica e de Comércio Exterior”; “Política de Desenvolvimento Produtivo”; “Plano Brasil Maior”; “Política Nacional de Ciência, Tecnologia e Inovação em Saúde”; “Política Nacional de Saúde”. Articulating these policies are the programs and strategies identified as instruments for its implementation.
Conclusion: the economic and social policies associated with the development of the CEIS in Brazil were identified, which coexist, converge and complement over the past twelve years.
